A win would have sealed qualification to the knockout rounds for the Three Lions but they were second best for most of the encounter.
USA played better for long periods as England failed to match their energy and intensity, and the Americans still have hopes of making the last 16 from an open Group B.
England, with Harry Maguire outstanding in defence, were ponderous and rode their luck when Weston McKennie missed an easy chance in the box and Christian Pulisic struck the bar in the first half.
Mason Mount then forced a fine save from USA goalkeeper Matt Turner just before the break, but England produced very little by way of attacking.
Even with the draw, England remain on top of the group with four points and are firm favourites to advance, with their last group game against Wales on Tuesday.
Having beaten Iran 6-2 in their opening match, England only need to avoid a four-goal defeat against Wales to progress.
USA will face Iran in a winner-takes-all clash on Tuesday for the group’s other round of 16 ticket.
